With the IPv4 resources running out, trading these between private entities emerged as the ideal solution for their depletion. This is where IPv4 brokers come in. Third-parties like IPv4Mall act as middlemen between those entities having a surplus stock of these resources and the ones who are seeking them. The brokers make the processes of selling and buying the addresses easier.
